Raul is the head of IGL’s Policy and Technology development focused on the intersections between the latest technologies such as AI and blockchains and the policies required to guarantee their successful harnessing.

Raul is also the company’s expert on Information and Communications Technologies (ICTs) for development. For the past 30 years, Mr. Zambrano has supported the deployment and use of ICTs in nearly 90 developing countries to foster development agendas and promote social inclusion, working together with national governments, the private sector, and civil society organizations.

Mr. Zambrano’s current focus is on innovation and technological trends such as blockchains and artificial intelligence, and their role in improving public service delivery and governance more generally. He has tackled these technologies from different perspectives such as digital identity and human development and is the author of several publications in the domain, including a white paper “Blockchain: unpacking the disruptive potential of blockchain for human development.”

Previously, he has held a position of a Global Policy Lead and Global Policy Advisor on e-governance and access to information at the United Nations Development Programme in New York. He holds an MA in economics and is a PhD candidate in economic theory and economic development at the New School for Social Research, New York.
