IGL is a research and consulting company specializing in government innovation and digital governance. IGL supports key policy and decision-makers by offering policy advice on how to harness new digital technologies for government modernization and transformation. IGL draws on the institutional digital transformation and reform experience from over the globe. Based in Tallinn, Estonia, it aggregates know-how and experience of Estonian practitioners involved in building one of the most advanced digital societies in the governance in the World. IGL also has a substantial developmental expertise created by the work in emerging and developing countries.

Nele Leosk

Nele is the founder and the executive director of IGL. As its senior expert on government modernisation and digital governance she advises, trains, and promotes the use of digital technologies in central government and cities.

Tiago Silva

Tiago is directing IGL’s research programme. He supports governments in making data-driven decisions, consolidating the skills and experiences of computer scientists, social scientists and public administration experts.

Raul Zambrano

Raul is the head of IGL’s Policy and Technology development focused on the intersections between the latest technologies such as AI and blockchains and the policies required to guarantee their successful harnessing.

Our Mission

Linking digital technologies to public sector modernisation and human development, IGL supports the design and implementation of initiatives that promote more responsive, transparent, and inclusive government. Core targets include improving public sector administrative processes, augmenting public service delivery, and enhancing interaction with citizens and stakeholders.
